I have done plenty of research and troubleshooting, and this is what I know: The problem started out of nowhere, but I suspect it was right after Microsoft's patch day September Re-downloaded and re-installed UPD PC5 and PCL 6 64bit versions. That's Desktop Support 101 level knowledge. UPD 5.2.6 resolves this issue.
