When I try to access the page through the URL: http://localhost/certsrv, I get the error: HTTP Error 403.14 - Forbidden I noticed the web application is mapped to "C:\Windows\System32\certsrv" in IIS So it is not a cert template issue - you believe it to be an IIS issue. The physical path was set to C:\Windows\System32\CertSrv this was incorrect and should be set to C:\Windows\System32\CertSrv\en-US On changing the physical path and doing an "iisreset" in an administritive cmd prompt.
